ADR/RID - Transport of Dangerous Goods

TÜV is an authorized inspection and testing body for the "European Agreement Concerning the International Carriage of Dangerous Goods by Road/Rail (ADR/RID)." This agreement applies to the safety of transport within Europe, addressing the conditions of transport of dangerous goods (i.e. dangerous wastes, pressurized gas and liquids that may damage the environment when spilled).

The latest edition became effective January 1, 2003 and includes amendments to Annexes A and B. In addition, its structure is consistent with that of the United Nations Recommendations on the Transport of Dangerous Goods, the International Maritime Dangerous Goods Code and the Technical Instructions for the Safe Transport of Dangerous Goods by Air.

The European Agreement concerning the International Carriage of Dangerous Goods by Road and by Rail (ADR/RID) is an agreement between European States and was signed by 55 members as of February 2003. Therefore, the validity goes far beyond the borders of the EU.

In contrast, the TPED does not conflict with the ADR/RID. One of the outstanding differences between the TPED and ADR/RID lies in the enforcement: While the TPED is enforced through the EU structure, the ADR/RID are enforced through highway checks conducted by individual member States and violations may be individually and locally litigated on the basis of the national laws of any member State where the violation occurred.
